The Rosselkhoznadzor suggested the Ministry of agriculture to include finished dairy products into the “Mercury” system
The Deputy Head of the Rosselkhoznadzor noted that the Department proposes to adopt a regulatory act on the inclusion of dairy products into the electronic veterinary system in February 2019 with a delay of the document entering into force until July.
"Commodity distribution networks have clearly adapted to the new technology, and among milk processors there are many who have been disoriented. There are those who have implemented electronic certification seriously, and there are those who have not... Therefore, we have a proposal to tell the business community in advance that it will come, but at the same time to provide a noticeable normal time interval, so that those producers who have not yet adapted have the opportunity to do it", Vlasov said.
It should be reminded that since 1 July 2018 the obligatory electronic veterinary certification came into force in Russia. By order of the Ministry of agriculture of the Russian Federation finished dairy products was removed from the action of EVC. At the end of July, the Russian President signed a bill postponing EVC to July 1, 2019. The term of obligatory registration of veterinary accompanying documents in electronic form for controlled goods, for which veterinary accompanying documents were not issued until July 1, 2018, is postponed in this regard to July 1, 2019.
"You all remember the battles that concerned EVC for finished dairy products. Two major companies were screaming that EVC is not needed. Now they were offered a marking and they seemed to start screaming even more. Dynamics shows that in the first half the electronic veterinary accompanying documentation for finished dairy products was growing. However, due to lobbying finished dairy products were removed from the list of EVC. Now despite this about 1.5 million electronic veterinary accompanying documents are issued monthly. That is part of milk processors understand that the electronic veterinary certification is needed", said Nikolay Vlasov.
