The Rosselkhoznadzor wants to take control of palm oil

The working group on combating illegal turnover of products of the food industry in the relevant State Commission is considering the proposal of the Rosselkhoznadzor to give it control over the movement of soy protein, palm oil, and other components used in the falsification of food.
As written by "Izvestia", the proposal to track the movement of soybean, palm oil and other components of the food product is included in documents of the Rosselkhoznadzor the letter of which was sent to the Ministry of agriculture, and the Ministry in its turn transferred it to the consideration of the members of the working group on combating illegal turnover of products of the food industry.
"To implement Strategies to counter illegal turnover of industrial products... it is appropriate to expand the requirement to ensure traceability for other types of food products, which produces a substitution of one ingredient by another (soy protein, palm oil), and by substances used in food production for the purpose of modifying the physico-chemical properties of the finished product with the aim to deceive the consumer (moisture-retaining additive, technical gelatin etc.)," — said in a letter of the Rosselkhoznadzor.
According to authorities, in order to implement the proposal it must be supplemented by the unified list of goods subject to veterinary control, approved by decision of Customs Union Commission of 18 June 2010 №317.
“Izvestia” have been explained in Rosselkhoznadzor that now GIS "Vetis", which is operated by the service captures the movement of meat, milk and their products to warehouses, factories or across the border. If in the system there will be visible, for example, movement of soybeans or palm oil, this will allow to identify producers of counterfeits.
According to the Executive Director of Soyuzmoloko Artem Belov, regulatory agencies today have powers that allow providing quality of products.
"We support the reduction in the share of counterfeit goods on the market. But to determine it by analyzing the volume of incoming raw materials and volume of outgoing products is almost impossible. Each company has its own production technology, and it is impossible to determine the average proportion of various components, for example, in yogurt or cottage cheese", — told to "Izvestia" Artem Belov.
According to Soyuzmoloko, the share of dairy products adulterated with vegetable fats in the first half of 2017 amounted to 6% (9% in 2016), reports The DairyNews.
As it was earlier reported, the Ministry of agriculture has prepared amendments to the Federal law "On veterinary medicine", suggesting that Russia would receive the right to conduct test purchases to identify counterfeit and substandard goods.
