The State Duma delegate all powers on veterinary surveillance from regions to the Rosselkhoznadzor
"The bill provides for the abolition of the authority to carry out regional state veterinary supervision. Thus, the authority to carry out the state veterinary supervision is assigned in full for the Rosselkhoznadzor", says the explanatory note to the document.
It is noted that the results of monitoring of the state veterinary service of the Russian regions revealed a number of violations. So, the combination of the functions on providing paid veterinary services and the implementation of veterinary surveillance led to bias in the results of supervision. In addition, among the problems of the existing system there is the lack of centralized control and disunity of regional public services, noted in the Cabinet of Ministers.
The bill also establishes a complete ban on postback the authority to implement the state veterinary inspection to the bodies of Executive power of constituent entities of the Russian Federation. The proposed measures are aimed at eliminating duplication of Supervisory powers and creating a "clear power vertical and uniformity of actions in the implementation of state veterinary supervision". In case of adoption the law will start operating since January 1, 2020.
During the meeting of the Cabinet of Ministers of the Russian Federation on May 16, Prime Minister Dmitry Medvedev expressed the opinion that the return of state veterinary control to the Federal level will improve the quality of agricultural products.
