The state will expand measures to support the dairy industry in 2019

This was stated by the Minister of agriculture of Russia Dmitry Patrushev, speaking at the X Congress of the National Union of milk producers. He also told about the results of dairy production in 2018, the export potential of the industry and forecasts for its further development, reports The DairyNews with reference to the press service of the Ministry of agriculture of the Russian Federation.

According to the Minister of agriculture, the development of the dairy industry is one of the priorities of the state policy in the field of agro-industrial complex. In 2018 milk production in farms of all categories increased by 1.5% compared to the level of 2017 and amounted to 30.6 million tons. According to the forecast, in 2019 the indicator will grow by another half a million tons (2.8%) and reach 31.1 million tons.

The positive dynamics is facilitated by the active support of the industry from the state: subsidies for investment and short-term loans, subsidies aimed at reimbursing part of the costs for the construction of dairy farms, to increase the productivity of dairy cattle breeding. Also, the support is provided to small farms and novice farmers - last year grants were received by more than 3 thousand farms, about 60% of which are specialized in dairy cattle breeding. "Thus, in 2018 the state allocated more than 28.3 billion rubles for the development of the dairy industry. All these types of state support will remain in force in 2019. Moreover, we are expanding the list of these areas. Thus, for the first time we begin to support manufacturers in the construction of facilities for the production of powdered dairy products for baby food and components for them", - said Dmitry Patrushev.  

Such measures will help to increase milk production in the country, as well as to reduce the import of dairy products to Russia. At the same time, the task of increasing exports remains important. In 2018, the supply of milk abroad decreased by 12%, amounting to $243.5 million. In this regard, the Minister urged the administration of the Ministry of agriculture and the Congress participants to analyze the causes of the situation in order to avoid its recurrence in the future. He expressed confidence that in the long term until 2025 dairy exports could rise to $1 billion.

One of the possible solutions to this issue may be the access to new markets. Today, Russia mainly supplies its products to the EAEU and CIS countries. At the same time, according to the Minister of agriculture, it is necessary to expand the geography of exports, in particular towards China and South-East Asia. Work in this direction is already underway. Thus, at the end of last year, China allowed 10 domestic companies to supply dairy products, and on February 4, a list of another 23 Russian producers was sent to the Chinese party for approval. In this regard, according to Dmitry Patrushev, by the end of the first half of 2019, Russia can start supplying domestic dairy products to China.

At the end of his speech, the Minister expressed confidence that the close cooperation of the Ministry of agriculture with representatives of the Union, as well as agricultural producers will contribute to the achievement of the tasks set for the industry and agro-industrial complex in general.
